When driving near buggies there are many things you can do to make sure that you’re being as safe as possible. First, never rev your engine. The sudden noise could spook the horse and make them act erratically. If a buggy is stopped at an intersection, leave a lot of room between your car and the buggy. The horse may get nervous at the intersection and back up into your vehicle.
You should also do everything you can to not pass too closely to a horse and buggy, again so that you don’t frighten the horse. When driving over blind hills, always slow down as there could be a buggy on the other side. And in general leave additional room for passing as this is when most accidents occur.
